The happiness of the king lies in the happiness of the people, he should show his interest in the interests of the people. The interest of the king is not in what is dear to himself, his interest is in what is dear to the people. Kautilya's Arthasastra is an excellent book on the subject of leadership ethics and responsibility in governance. The soul of the state resides in leadership. This is true. Therefore, effective and practical leadership is an essential requirement in statecraft. Acharya (Chanakya) Kautilya's great The text 'Artha Shastra' is a book which deals mainly with economic administration. Kautilya's Arthashastra, an ancient Indian political treatise, provides a comprehensive guide to governance, economics and the art of governance. Its major theories revolve around leadership, law and economy.

प्रजासुखे सुखं राज्ञः प्रजानां तु हिते हितम् ।
नात्मप्रियं हितं राज्ञः प्रजानां तु प्रियं हितम् ॥ (1)
प्रजा के सुख में राजा का सुख निहित है, प्रजा के हित में ही उसे अपना हित दिखना चाहिए । जो स्वयं को प्रिय लगे उसमें राजा का हित नहीं है, उसका हित तो प्रजा को जो प्रिय लगे उसमें है ।शासन में नेतृत्वनैतिकताऔर उत्तरदायित्वइस विषय परकौटिल्यकाअर्थशास्त्रएक बेहतरीन उत्तमग्रंथसंपदाहैयेबातमाननीपड़ेगी।राज्यकाआत्मा नेतृत्वमेंबसताहैयहसत्यहीहै।इसकारणप्रभावीऔरव्यावहारिक नेतृत्व यह राज्यकलामेंएक अनिवार्य आवश्यकताहै।आचार्य ( चाणक्य )कौटिल्य इनका महान ग्रंथ 'अर्थशास्त्र' यहएक ग्रंथहै जो प्रमुख रूपसे आर्थिक प्रशासनसे संबंधित है।कौटिल्य का अर्थशास्त्र, एक प्राचीन भारतीय राजनीतिक ग्रंथ है, जो शासन, अर्थशास्त्र और शासन कला के लिए एक व्यापक मार्गदर्शिका प्रदान करता है। इसके प्रमुख सिद्धांत नेतृत्व, कानून और अर्थव्यवस्था के इर्द-गिर्द घूमते हैं।
