ROLE OF WOMEN IN PANCHAYATI RAJ IN HARYANA

Abstract [English]

Women have always been an important integral part of the society, culture, economy, politics etc. aspects of any country. However, with time, the presence and contribution (role) of women in these systems has been increasing and decreasing. If world history is studied in the context of the status of women, it is known that women had an independent existence since the primitive age, but with time this independence turned into dependence. For example, women played an active role during the French Revolution (1789 AD). But the French Constitution of 1791 AD gave women the status of passive citizens, which finally ended in 1946 with French women getting the right to vote. If the political role of women is studied in the context of Indian history, then perhaps the decline of women's participation in public activities started after the Rigvedic era. But in the modern era, women re-entered politics during the First World War. In the present study, the role of women in Panchayati Raj in Haryana has been described. Apart from this, while evaluating the presence of women Sarpanch and Panch in the districts of Haryana, how can women be made aware of their position and powers? This has also been suggested.

महिलाएँ सदैव किसी भी देश के समाज, संस्कृति, अर्थव्यवस्था, राजनीति आदि पहलुओं का महत्वपूर्ण अभिन्न अंग रही है। हालांकि समय के साथ-साथ इन व्यवस्थाओं में स्त्रियों की उपस्थिति एवं योगदान (भूमिका) घटती-बढ़ती रही है। यदि महिलाओं की स्थिति के संदर्भ में विश्व इतिहास का अध्ययन किया जाए तो ज्ञात होता है कि महिलाओं का आदिम युग से ही स्वतंत्र अस्तित्व था किन्तु समय के साथ-साथ यह स्वतंत्रता परतंत्रता में परिवर्तित हो गई। उदाहरणस्वरूप फ्रांसिसी क्रांति (1789 ई॰) के दौरान महिलाओं ने सक्रिय भूमिका निभाई। किन्तु 1791ई॰ के फ्रांसिसी संविधान द्वारा स्त्रियों को निष्क्रिय नागरिक का दर्जा दिया गया जो कि अंततः 1946 में फ्रांसिसी महिलाओं द्वारा मताधिकार प्राप्त करने के साथ ही समाप्त हुआ। भारतीय इतिहास के संदर्भ में यदि महिलाओं की राजनीतिक भूमिका का अध्ययन किया जाए तो संभवतः ऋग्वैदिक युग के पश्चात् महिलाओं की सार्वजनिक गतिविधियों में भागीदारी का पतन आरम्भ होता है। किन्तु आधुनिक काल में प्रथम विश्वयुद्ध के समय महिलाओं का राजनीति में पुनः आगमन होता है। प्रस्तुत अध्ययन में हरियाणा में पंचायती राज में महिलाओं की भूमिका का वर्णन किया गया है। इसके अतिरिक्त हरियाणा के जिलों में महिला सरपंच एवं पंच उपस्थिति का भी मूल्यांकन करते हुए महिलाओं को उनकी पदस्थिति एवं शक्तियों के प्रति कैसे जागरूक किया जाए? यह भी सुझाव के रूप में दर्शाया गया है।
