POLITICAL CULTURE OF BAHUJAN SAMAJ PARTY: FROM THE TIME OF ITS INCEPTION TO 2020

Abstract [English]

Political culture includes the attitudes, beliefs, dedication and values ​​of the people of a country towards its political system. In other words, the political beliefs, feelings and attitudes of the people in the context of the political system are collectively called political culture. Political culture is an important and new approach of modern political science. It is an attempt to integrate psychology and sociology so that political analysis can be used correctly. The advent of political culture has been accepted in the literature of political science since 1956. According to Almond and Powell, "Political culture includes such attitudes, beliefs, values ​​and art which are prevalent in the entire population. It also includes those tendencies and patterns which are found in different parts of that population." According to Lucian Pye, "Political culture is a group of attitudes, beliefs and sentiments which give order and meaning to political knowledge and which provide the underlying assumptions and rules on the basis of which the behaviour of the political system is controlled. Political ideals and the prevalent characteristics of the political system also come under its ambit. Thus, political culture is a collective expression of psychological and subjective moments." According to Finer, "The political culture of a nation mainly reveals the legitimacy of rulers, political institutions and political processes."

राजनीतिक संस्कृति में किसी देश की राजनीतिक प्रणाली के प्रति वहां के लोगों के दृष्टिकोण, विश्वास, लगन तथा मूल्य समाहित हैं। दूसरे शब्दों में राजनीतिक प्रणाली के संदर्भ में लोगों के राजनीतिक विश्वास, भावनाएं और दृष्टिकोण होते हैं, उन्हें सामूहिक रूप में राजनीतिक संस्कृति कहा जाता है। राजनीतिक संस्कृति आधुनिक राजनीति विज्ञान का एक महत्वपूर्ण तथा नवीन दृष्टिकोण है। यह मनोविज्ञान और समाज शास्त्र को एकीकृत करने का प्रयास है ताकि राजनीतिक विश्लेषण सही प्रयुक्त हो सके। राजनीति शास्त्र के साहित्य में राजनीतिक संस्कृति का आगमन 1956 से स्वीकार किया जाता है। आमंड एवं पावेल के विचारानुसार, "राजनीतिक संस्कृति में ऐसे दृष्टिकोण, विश्वास, मूल्य और कला मिलती है जो संपूर्ण जनसंख्या में प्रचलित हैं। इसमें वे प्रवृतियां और नमूने भी सम्मिलित है जो उस जनसंख्या के विभिन्न भागों में मिलते हैं।" ल्यूसियन पाई के अनुसार, "राजनीतिक संस्कृति ऐसे दृष्टिकोणों, विश्वासों और भावनाओं का समूह है जो राजनीतिक विद्यि को व्यवस्था एवं अर्थ प्रदान करता है और जो उन निहित धारणाओं और नियमों की व्यवस्था करते हैं जिनके आधार पर राजनतिक प्रणाली के व्यवहार को नियंत्रित किया जाता है। राजनीतिक आदर्श और राजनीतिक प्रणाली के प्रचलित लक्षण भी इसके वृत में आते हैं। इस प्रकार राजनीतिक संस्कृति के मनोवैज्ञानिक और व्यक्त्तिनिष्ठ पलों की सामूहिक रूप में अभिव्यक्ति है।" फाईनर के अनुसार "राष्ट्र की राजनीतिक संस्कृति मुख्य रूप से शासकों, राजनीतिक संस्थाओं तथा राजनीतिक प्रक्रियाओं की औचित्यपूर्णता को प्रकट करती है।"
