AN ANALYTICAL STUDY ON THE AWARENESS OF SCHEDULED TRIBE (ST) WOMEN REGARDING THE PESA ACT AND THEIR CONTRIBUTION TO THE BENEFITS RECEIVED - SPECIAL REFERENCE TO GADCHIROLI DISTRICT

This study will investigate the awareness level of Scheduled Caste (ST) women in Gadchiroli district regarding the provisions of Panchayat (Expansion of Scheduled Areas) (PESA) Act, 1996 and their role in availing the benefits provided under the Act. The researchers rely on a combination of surveys, interviews and targeted group discussions to assess their knowledge base, participation in local governance and challenges in accessing PESA benefits. Conclusions It has been seen that while some Scheduled Tribe women are actively participating in village council meetings and decision making processes, a significant gap in knowledge remains due to socio-cultural barriers, limited education and incomplete inclusion efforts. The study highlights the need for targeted awareness programs, increased representation of women in administration and policy interventions to enable women belonging to Scheduled Tribes to effectively utilize PESA funds. Strengthening their role in self-governance will go a long way in improving social and economic development of tribal communities.

हा अध्ययन गडचिरोली जिल्ह्यातील अनुसूचित जमाती (एसटी) महिलांच्या पंचायत (अनुसूचित क्षेत्रांचा विस्तार) (पेसा) अधिनियम, १९९६ च्या तरतुदींबाबत जागरुकता पातळी शोधतो आणि या कायद्यांतर्गत प्रदान केलेल्या लाभांचा वापर करण्यासाठी त्यांची भूमिका तपासतो. संशोधन त्यांच्या ज्ञानाची व्याप्ती, स्थानिक प्रशासनातील सहभाग आणि पेसा लाभांमध्ये प्रवेश करताना येणाऱ्या आव्हानांचे मूल्यांकन करण्यासाठी सर्वेक्षण, मुलाखती आणि लक्षित गट चर्चा यासह मिश्र पद्धतींचा अवलंब करते. निष्कर्षांवरून असे दिसून आले आहे की काही अनुसूचित जमातीतील स्त्रिया ग्रामसभेच्या बैठका आणि निर्णय प्रक्रियेत सक्रियपणे सहभागी होत असताना, सामाजिक-सांस्कृतिक अडथळे, मर्यादित शिक्षण आणि अपुऱ्या समावेशनाच्या प्रयत्नांमुळे ज्ञानातील एक महत्त्वपूर्ण अंतर कायम आहे. पेसा तरतुदींचा प्रभावीपणे उपयोग करून अनुसूचित जमातीतील महिलांना सक्षम करण्यासाठी लक्ष्यित जागरूकता कार्यक्रम, प्रशासनातील महिलांचे प्रतिनिधित्व वाढवणे आणि धोरणात्मक हस्तक्षेपांची गरज या अध्ययनात अधोरेखित करण्यात आली आहे. स्व-शासनातील त्यांची भूमिका मजबूत केल्याने आदिवासी समुदायांमध्ये सामाजिक आणि आर्थिक विकास सुधारण्यास हातभार लागेल.
