Abstract [English]

Even with the increasing scientific and technological knowledge in the present times, reducing the impact of natural disasters is a difficult task. Community Based Disaster Risk Management (CBDRM) is an integral part of sustainable development, which puts communities at the centre of decision making regarding identification, assessment and management of disaster risks at the local level. Although disasters affect large areas, their impacts are severe even at the local level. The present paper deals with the concept of community based disaster risk management process after implementation of the programme in an area of ​​Chamoli district of Uttarakhand. The methodology is basically proposed in two phases: Firstly assessment of community vulnerabilities, multi hazard capacity in the selected village by community participation and secondly training and skill development for multi hazard and disaster risk mitigation by community participants.

वर्तमान समय में बढ़ती वैज्ञानिक और तकनीकी जानकारी के उपरांत भी, प्राकृतिक आपदा के प्रभाव को कम करना एक कठिन कार्य है। समुदाय आधारित आपदा जोखिम प्रबंधन (सी बी डी आर एम) सतत विकास का एक अभिन्न अंग है, जो समुदायों को स्थानीय स्तर पर आपदा जोखिमों की पहचान, मूल्यांकन और प्रबंधन के संबंध में निर्णय लेने के केंद्र में रखता है। हालाँकि आपदाएँ बड़े क्षेत्रों को प्रभावित करती हैं किंतु स्थानीय स्तर पर भी इसके प्रभाव गंभीर हैं। प्रस्तुत पेपर उत्तराखंड के चमोली जिले के एक क्षेत्र में कार्यक्रम को लागू करने के बाद समुदाय आधारित आपदा जोखिम प्रबंधन प्रक्रिया की अवधारणा से संबंधित है। कार्यप्रणाली को मूल रूप से दो चरणों में प्रस्तावित किया गया है: प्रथम सामुदायिक कमजोरियों का आकलन, सामुदायिक भागीदारी द्वारा चयनित गांव में कई खतरों की क्षमता और द्वितीय बहु खतरों और आपदा जोखिम शमन के लिए प्रशिक्षण और कौशल विकास द्वारा विशेषता सामुदायिक भागीदार।
