Education is a process of purpose and effort. To achieve the objectives of education, systematic planning and efforts have to be made. Without any system, it is never possible to achieve the desired objective from the education process. The success of the education process depends to a great extent on who controls it. Undoubtedly, education is related to both the individual and the society. An individual is a part of the society and the formation of society is possible only through individuals. Therefore, the arrangement of education should be done in such a way that it can bring maximum development of both the individual and the society. In other words, it can be said that the objective of education should be the perfection of the individual as well as the welfare of the society. The state is responsible for managing and controlling individuals and society. The state makes laws for the welfare of individuals and society and ensures their compliance.
