HIMACHAL PRADESH STATE ACTION PLAN ON CLIMATE CHANGE (SAPCC): A STUDY

The Himachal Pradesh State Action Plan on Climate Change (SAPCC) is a significant step towards enhancing climate resilience in the Western Himalayas, one of India’s most vulnerable regions. This paper studies SAPCC Version I (2012), highlighting progress made in aligning the state-level climate action plan with national and international frameworks. The study highlights key sectoral reforms, a shift towards decentralised governance, and a greater focus on community participation, social adaptation and gender inclusiveness. Using social, economic and cultural context to understand these advancements, this paper demonstrates the transformative potential of SAPCC Version I. The plan adopts a visionary, data-driven approach to climate challenges, addresses critical socio-economic dimensions, improves institutional frameworks and lays the foundations for sustainable development. The article also identifies areas where there is potential for future action, including local implementation strategies, equitable financing, and gender-sensitive policies

जलवायु परिवर्तन पर हिमाचल प्रदेश राज्य कार्य योजना (एस.ए.पी.सी.सी )भारत के सबसे संवेदनशील क्षेत्रों में से एक, पश्चिमी हिमालय में जलवायु अनुकूलता को बढ़ाने की दिशा में एक महत्वपूर्ण कदम है। इस शोध-आलेख में (एस.ए.पी.सी.सी ) संस्करण-I (2012) का अध्ययन किया गया है, जिसमें राज्य-स्तरीय जलवायु संबंधी कार्य योजना को राष्ट्रीय और अंतर्राष्ट्रीय ढाँचे के साथ संरेखित करने में हुई प्रगति पर प्रकाश डाला गया है। अध्ययन में प्रमुख क्षेत्रीय सुधारों, विकेंद्रीकृत शासन की ओर बदलाव और सामुदायिक भागीदारी, सामाजिक अनुकूलन और लैंगिक समावेशिता पर अधिक ध्यान केंद्रित करने पर जोर दिया गया है। इन प्रगतियों को समझने के लिए सामाजिक, आर्थिक और सांस्कृतिक संदर्भ का उपयोग करते हुए, यह शोध-लेख एस.ए.पी.सी. संस्करण-I की परिवर्तनकारी क्षमताओं को दर्शाता है। यह योजना जलवायु चुनौतियों के लिए एक दूरदर्शी, डेटा-संचालित दृष्टिकोण को अपनाती हैं, महत्वपूर्ण सामाजिक-आर्थिक आयामों को संबोधित करती है, संस्थागत ढाँचे में सुधार करती है और सतत विकास की नींव भी रखती हैं। इस आलेख में उन क्षेत्रों की भी पहचान की गई है जहाँ भविष्य में कार्य-योजना बनाने की संभावना है। इसमें स्थानीय कार्यान्वयन रणनीतियाँ, न्यायसंगत वित्तपोषण और लिंग संबन्धित संवेदनशील नीतियाँ आदि शामिल हैं।
