Abstract [English]

This paper examines the changes in electoral politics in India since independence, particularly focusing on the growing participation of marginalised groups, especially Dalits and Other Backward Classes (OBCs), in the democratic process, particularly in Bihar. Pre-independence electoral politics was dominated by upper class and upper caste leaders, but figures such as Dr. B. R. Ambedkar advocated the political empowerment of the disadvantaged classes. This article divides the evolution of this movement into two main phases: the first, from 1967 to 1990, which focused on the political empowerment of OBCs and Dalits in regions such as Uttar Pradesh and Bihar, with figures such as Karpoori Thakur, Kanshi Ram and Ram Manohar Lohia playing key roles. It also analyses the political volatility of Bihar during this period, including the shift in the balance of power between leading and backward castes, the rise of caste-based activism, and the influence of money and power.

यह शोधपत्र स्वतंत्रता के बाद से भारत में चुनावी राजनीति में आए परिवर्तनों की जांच करता है, विशेष रूप से लोकतांत्रिक प्रक्रिया में हाशिए पर पड़े समूहों, खासकर दलितों और अन्य पिछड़ा वर्ग (ओबीसी) के बढ़ते सहभागिता पर केंद्रित है, विशेष रूप से बिहार में। स्वतंत्रता से पूर्व चुनावी राजनीति पर उच्च वर्ग और उच्च जाति के नेताओं का प्रभुत्व था, लेकिन डॉ. बी. आर. अम्बेडकर जैसी हस्तियों ने वंचित वर्गों के राजनीतिक सशक्तिकरण की वकालत की। यह लेख इस आंदोलन के विकास को दो मुख्य चरणों में विभाजित करता है: पहला, 1967 से 1990 तक, जिसमें उत्तर प्रदेश और बिहार जैसे क्षेत्रों में ओबीसी और दलितों के राजनीतिक सशक्तिकरण पर ध्यान केंद्रित किया गया, जिसमें कर्पूरी ठाकुर, कांशीराम और राम मनोहर लोहिया जैसी हस्तियों की प्रमुख भूमिका रही। इसमें बिहार के उस समय के राजनीतिक अस्थिरता का भी विश्लेषण किया गया है, जिसमें अग्रणी और पिछड़ी जातियों के बीच सत्ता संतुलन में बदलाव, जाति आधारित सक्रियता का उदय और धन और सत्ता का प्रभाव शामिल है।
